What the inspector tests for
New / Overstock means sealed and unopened. An item that has been opened, even if unused and complete, is graded A at best. Box damage never downgrades a sealed item.

Who buys this grade
This is the grade people buy when they want the item to arrive the way it would from a shop. Gift buyers live here, and so do resellers who need the packaging intact because the packaging is part of what they are selling.
